Dual Language Program

Program Objectives 

The Dual Language Program at P.S. 207 is a program designed to empower students to achieve at a high academic standard. The program provides students with the opportunity to develop speaking, listening, reading, and writing skills in Spanish and English. Students are instructed according to Common Core State Standards for grade level competencies in all subject areas in both English and Spanish. A strong partnership between parents, teachers, and administration creates students who are bilingual, biliterate, and bicultural who will cultivate an understanding and appreciation of diverse cultures. 

Program Design

Students are taught by a team of two teachers

50% of students are native English speakers and 50% are native Spanish speakers

Students receive 50% of their instruction each day in Spanish and the other 50% in English

Program begins in Kindergarten

Students are expected to remain enrolled in the program throughout schooling years

Estrellita Program is used to teach phonics in Spanish and Fundations is used for English

Core Curriculum is used for all other subjects.

Program Eligibility 

English-speaking students are eligible for the Dual Language Immersion Program based on the following criteria:  

Students begin program in kindergarten.  

Students are admitted on first come first serve basis until program is full

Students transferring from another dual language immersion program will be admitted based on availability of space.  

At least one parent/guardian will attend the Program Information Meeting scheduled in the Fall.  

The parent/guardian will complete the application process within the designated timeline to be eligible for the selection process. 


English language learners (ELL) are eligible for the Dual Language Program based on the following criteria: 

Students are identified as ELL after testing with the NYSITELL (the state mandated assessment).

Program Admission and Completion 

In order to maintain the integrity of the instructional model, the Dual Language Program admission will be subject to the following criteria. 

Parents of native English speakers must sign a program agreement that explains the program’s goals, parent responsibilities and commitment to the program. 

Program participants and their families are expected to commit to the Dual Language Program through second grade. This duration of enrollment ensures full development of academic content and Spanish and English literacy skills. 

Parents of native Spanish speakers must complete the Program Selection Form indicating Dual Language as their first choice.

Students should enroll in the program at the kindergarten level. English speaking students wishing to enroll in the program after kindergarten may be admitted in 1st grade based on proficiency levels in both English and Spanish. 

Once enrolled in the program, students automatically progress to the next grade level in the program unless disenrolled by parents or the school.

Kindergarten Admission Process

Late November-Mid January: Apply for Kindergarten with the DOE: Apply online(schools.nyc.gov/applyonline), by telephone (718-935-2400)  or in person at a Family Welcome Center. Under the ‘School Choices’ section, the program code for Spanish Dual Language is 10x207SP.

Pre-register Your Child(ren) for Kindergarten:  Mid March-April: After receiving your placement letter, come to the school to pre-register for Kindergarten. If you are not able to register during the priority deadlines, registration is accepted throughout the year, however entry to the Dual Language Program will be closed when it reaches capacity.

Student Assessment: Parents of students whose home language isnt English will be asked to return so that their child can be assessed using the NYSITELL (state assessment for ELLs).

Parents will receive a notice in Early August that lets them know if their child has been accepted into the Dual Language Program.

Parents will attend parent orientation on the first day of school to receive more information and sign parent consent forms. 

Program Selection Process 

Students are selected to the Dual Language Program based on the following selection process:

 1. PreK students who attend P.S. 207 are given priority selection.

2. Students are selected on First Come First Serve basis. 

3. Students not selected for the program will be placed on a waiting list. 


Request to withdraw 

Parents and students admitted into the program make a long-term commitment to remain in the program for its duration. Therefore, requests for withdrawal will only be considered due to extenuating circumstances and may go through a multi-step process including conferences with the teacher and administration.
